Spatial Based Targeting Specialist
Program Background
Poverty Alleviation and Comprehensive, Inclusive and Adaptive Social Protection (PROAKTIF) is a new three-year partnership between the Government of Australia and the Government of Indonesia, to strengthen Indonesia’s social protection policies and systems. A central feature of the program is that it provides support to the Secretariat of the National Team for the Acceleration of Poverty Reduction (TNP2K), a policy think tank which provides evidence-based policy advice and coordination across a range of GoI ministries and agencies. This longstanding partnership has contributed to Australia and Indonesia’s joint goals to address poverty and inequality and reduce barriers to inclusive economic growth.
PROAKTIF has two outcomes that emphasize Australia’s intent to support and empower the TNP2K Secretariat over the next three years: 1) TNP2K makes an effective contribution to reforming and improving poverty alleviation programs in Indonesia, and 2) Enabling facility optimises TNP2K performance, including in the promotion of GEDSI and performance monitoring.

The Role
Spatial Based Targeting Specialist supports the Manager of Research, Development and Data Management Unit in providing geographic and spatial-based information and targeting to support the sustainability of the research and development of national targeting systems and implementation of evidence-based policies.

- Degree in data science, geospatial science, computer science, or econometrics or related areas.
- Demonstrated capability in data visualization and compelling storytelling for policy action.
- Minimum 10 years of work experience relevant in geographical targeting, data visualization, geospatial modelling, data mining, and data management in area of unified database and targeting.
- Proven track of records in research or industry and working with big spatial datasets.
- Extensive experience in managing large scales quantitative socio-economic data such as Census, Podes, Susenas, Sakernas, DTKS, P3KE.
- Mastery of spatial software, such as QGIS and ArcGIS, and statistical software, such as R, Python, and STATA.
- Deep understanding of Indonesian policy, programs, administration system and having experiences in policy development and reform.
- Strong grip on how to collect data, analyze and interpret it, draw conclusions, and pose policy recommendations, along with critical thinking and problem-solving skills in data analysis for policy change.
- Strong capabilities and experience translating evidence-based information to policy recommendation.
- Familiarity with statistical analysis software packages such as STATA/SPSS/SAS is advantageous.
- Proven ability to deliver data products and able to provide examples of research papers or summary of past spatial data modelling projects.
- Demonstrate strong interpersonal skills.
- Proven record of strong client relations, with ability to work in sensitive situations, challenging policy environments, and within GoI institutions / ministries.
- Proven record of providing prompt and quality response to client requests.
- Ability to effectively communicate internally and externally, share information with colleagues, clients, and management.
- Excellent presentational and writing skills are required.
- Dedication to working in teams.
- Able to work very effectively with a range of government agencies, development partners (including donors, multilateral agencies, and non-government agencies).
- A strong record of working across organizational boundaries is required.
- Ability to prioritize and manage time efficiently.
- Can handle multiple tasks effectively and coordinate a team to meet deadlines.
- Ability to manage uncertainty and adjust to a changing work program.
- Fluent in written and spoken both Bahasa Indonesia and English.
- Willing and able to travel for work.
The remuneration level at which the position is engaged is Locally Engaged Staff and will be based on the successful candidates’ relevant skills and experience. This is a fixed-term position.
