The pediatric anesthesiologist shall have suffi! cient education, knowledge, skills, abilities and experience to be able to adequately perform the tasks and duties identified in this work statement. shall have actively practiced as an anesthesiologist for at least six months within the past year prior to the commencement of services under this contract/task order. As a prerequisite to performance under this contract, all pediatric anesthesiologists performing services must be privileged by the MTF Commander. Compliance with the privileging requirements is essential to performance under this contract. Pediatric anesthesiologist shall have the following minimum qualifications including, but not limited to:
Be a Doctor of Medicine (M.D.) or Osteopathy (D.O) who is a Board Certified Diplomate of the American Board of Anesthesiology.
If a foreign medical graduate physician, shall possess a valid certificate from the Educational Council for Foreign Medical Graduates or 5 th Pat
Meet all licensing/cert! ification requirements to perform as a pediatric anesthesiolog! ist in accordance with requirements of the basic contract.
Have and maintain a valid, unrestricted license in one of the 50 states in the U.S. or the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands to practice medicine or osteopathy.
Subspecialty certification (i.e., six month concentrated rotation in pediatrics with letter) or pediatric fellowship training is required.
Be currently trained, certified and maintain qualification in CPR and emergency cardiac care as evidenced by successful training and certification in both Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS). Be currently trained, certified and maintain qualifications in Pediatric Advance Life Support (PALS) with hands-on training.
The Contractor shall provide services seven (7) days each week including federal holidays and Government-designated training holidays. The Chief, Anesthesia and Operative Services or his/her r! epresentative will establish the specific schedule based on clinical requirements and patient needs. Normal duty hours are flexible with weekly-accrued time of up to 55 hours. The actual weekly schedule shall be coordinated with and approved by the Chief, Anesthesia and Operative Services or his/her representative at least two weeks prior. Duty hours include a one half-hour lunch period, which is not paid by the Government. Services are to be performed at TriplerArmyMedicalCenter.
Overtime. There is no overtime rate for this contract. The normal hourly rate shall apply when contract pediatric anesthesiologist are required to remain on duty past their scheduled shift in order to support emergent patient care requirements.
On-Call Services. Contract pediatric anesthesiologist will be incorporated into the primary-call, secondary-call and heart-call schedules (NTE 14 days of call per month) at the discretion of the Chief, Anesthesia and Operative Services or ! his/her representative.
Attendance Sheet. Each day that servic! es are performed, the contract pediatric anesthesiologist is required to sign-in the time of arrival and departure on an attendance sheet located at Anesthesiology/Operative Service. The attendance sheet shall be maintained by the Chief, Anesthesia and Operative Services or his/her representative.
Required Skills
Knowledge of the provision of medical management and consultation during the perioperative period, in Pain Medicine and in critical care medicine.
Knowledge of a wide variety of anesthesiology procedures and techniques including the functional characteristics of complex respiratory equipment. This includes, administering assisted and controlled ventilation to patients with tracheotomies and other complex medical problems, performing artificial airway care and maintenance, conducting diagnostic respiratory tests (involving respiratory failure), and calibrating complex respiratory equipment.
Knowledge of anatomy and physiology incl! uding an in-depth understanding of the structure and function of the lungs and bronchi as related to gas exchange and ventilation, in order to administer special ventilation techniques such as: positive end expiratory pressure and intermittent mandatory ventilation; interpreting results of blood gas studies and makes adjustments in ventilator settings; removing endotracheal tubes; and assessing patientâs respiratory status and evaluating effectiveness of therapy.
Knowledge of pharmacology including an understanding of various classes of drugs and their uses, ability to prepare dosages and concentrations and select proper methods of administration, and skill in identifying complications and interactions of various drugs; in order to determine effectiveness of the therapy being delivered to patients and to make recommendations to physicians regarding changes or alternatives to treatment.
Broad knowledge of computers and related software to include word pro! cessing, spreadsheet, data base management, statistical applications, a! nd intranet and Internet connections and applications.
SPECIFIC DUTIES/TASKS: Contract pediatric anesthesiologists shall possess the knowledge, skills, and abilities to provide clinical services in the anesthesiology specialty and perform the following duties and tasks:
Administers anesthesiology to surgical patients.
Performs anesthesiology services administrative functions. Coordinates patient care and the administrative activities of the anesthesiology services during and after surgical procedures. Monitors and evaluates anesthesiology activities to determine compliance with established standards of patient care, policies, and regulations. Analyzes the requirements for supplies, equipment, and other resources, and makes recommendations.
Contract pediatric anesthesiologists shall be primarily required to perform anesthesiology services during surgical procedures. When the services are not required, or the anesthesiologist's servi! ces are more urgently required elsewhere, the contract pediatric anesthesiologist may be assigned by the Chief, Anesthesiology/Operative Services or his/her designated representative to provide support in other sections/departments of the MTF commensurate with their experience. Contract pediatric anesthesiologists will participate in the educational requirements of the Anesthesia and Operative Service to include attendance in morning report.
Operating Room Support. The contract pediatric anesthesiologist shall provide anesthesiology services for surgical patients to include non-surgical patients requiring anesthesia support in remote areas of the hospital.
The contract pediatric anesthesiologist possesses knowledge, judgment, adaptability, clinical skills, technical facility and personal characteristics sufficient to carry out the entire scope of anesthesiology practice.
The Government will not schedule the contract pediatric anesthesiologists to ! provide anesthesiology services at the same time the Government schedul! es the contract pediatric anesthesiologists to attend training, meetings, conferences, etc. The time the contract pediatric anesthesiologists are attending Government scheduled training, meetings, conferences etc. will not be included in the calculations for outpatient care time.
Documentation. Ensure documentation and reports are legible. Verify the content and correctness of all prepared reports by affixing his/her own signature or stamp to all copies of the document and validating its contents.
As required, use CHCS and/or AHLTA to manage patients and medical information and communicate with other health care providers and ancillary staff.
The contract pediatric anesthesiologists are required to annotate and sign medical records in accordance with Army Regulation (AR) 40-66 (Medical Record Administration and Health Care Documentation), as well as local requirements.
MTF staff practitioners may randomly review contract pediatric anesthe! siologistâs annotated patient medical records. MTF staff practitioners will note defects, omissions, addenda, etc., and contract personnel shall make required corrections.
